Survey on Cultural Heritage Adaptive Reuse practice

Project description
Project Id 3618
Project Name Caballero Fabriek, Netherlands
Description The CaballeroFabriek is a former tobacco factory, dating from 1953, which was recently acquired by the Municipality of Den Haag as part of the redevelopment plan of the entire Binckhorst industrial area. The CaballeroFabriek has been the first project to be realized within this program, in 2009. GROUP A was commissioned to redevelop the complex into a work-centre for offices, companies and ateliers in the fields of culture, IT and media. The Caballero Factory has been redeveloped in two phases, on the initiative of the municipality of The Hague and with financial support from the European Union. The first part was opened in 2006. At the beginning of 2009, the transformation of the former production halls was completed and the second phase was delivered. In total, around 100 - mainly smaller - companies are housed. The majority of companies are in the creative and innovative sector.
Description of the economic, social and environmental impacts of the project The central theme of the factory is the cross-pollination between the different companies while maintaining the industrial character of the building. The building has been restored to its original state in many places. New additions have a clearly recognizable contemporary styling such as the striking awnings on the waterfront. In addition to established companies, the factory also offers space for starting entrepreneurs in the IT sector. The choice to let the building to a large number of parties also seems suitable in times of crisis; the risk is much better spread than if the complex were leased in the "usual" way - to a number of large parties. Moreover, in this way the building creates more liveliness in the city, thereby giving a boost to the entire neighborhood. At the end of 2006, the project won both the jury prize and the public prize of the New City Award 2006. In 2010 the project was nominated for the Living Daylight Award.
